RESOLUTION NO. 221 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO-HAMAKUA
COMMUNITY DEVELOPMENT CORPORATION FOR THE KE KIPI KALO—
HAWAIIAN PERMACULTURE PROJECT.
WHEREAS, the Hilo-Hamakua Community Development Corporation, a 501(c)(3)
nonprofit organization, is assisting with the Ke Kipi Kalo—Hawaiian Permaculture project; and
WHEREAS, the goal of the Ke Kipi Kalo—Hawaiian Permaculture project is to educate
and train Hawai`i's up-and-coming farming population on low-labor and heavy-harvest
gardening and farming techniques to enable them to deal with inflation and to diversify where
and when needed; and
WHEREAS, this project will provide a four-part course that will offer educational,
hands-on experience in developing culturally appropriate, site-adapted, low input/effort food
forests and animal forage and fodder to students interested in farming and ranching; and
WHEREAS, the Hilo-Hamakua Community Development Corporation will provide all
educational material templates to the Hawai`i County Department of Research and Development;
and
WHEREAS, funds are needed to help provide for educational and promotional materials,
planning, plants and seeds, greenhouse, fodder system (animal food supply), irrigation system,
tools, refreshments, office supplies, and tables; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to the Hilo-Hamakua
Community Development Corporation for the Ke Kipi Kalo—Hawaiian Permaculture project;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
