RESOLUTION NO. 222 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF BIG
ISLAND DRUG COURT, INC., TO PAY FOR SERVICES FOR PARTICIPANTS OF
THE BIG ISLAND DRUG COURT AND BIG ISLAND VETERANS TREATMENT
COURT.
WHEREAS, the Big Island Drug Court started on the Big Island in 2002 and is a
specialized treatment program that provides intense supervision of participants in collaboration
with the Office of the Prosecuting Attorney, Office of the Public Defender, Hawai`i Police
Department, Adult Probation Division of the Third Circuit Court, and Department of Public
Safety; and
WHEREAS, the Big Island Veterans Treatment Court, launched on November 10, 2014,
is a specialized treatment program for veterans that provides intense supervision of participants
in collaboration with the U.S. Department of Veterans Affairs, Office of the Prosecuting
Attorney, Office of the Public Defender, Hawai`i Police Department, Adult Probation Division
of the Third Circuit Court, and Department of Public Safety; and
WHEREAS, the Big Island Drug Court and Big Island Veterans Treatment Court are
both presided by the Honorable Chief Judge Ronald Ibarra and the Honorable Judge Greg
Nakamura of the Third Circuit Court; and
WHEREAS, Friends of Big Island Drug Court, Inc., is a 501(c)(3) nonprofit
organization whose purpose is to secure funds for drug courts in Hawai`i County, which includes
the planning and implementation of drug court related services; and
WHEREAS, Friends of Big Island Drug Court, Inc., is in need of funds to pay for
services for participants of the Big Island Drug Court and Big Island Veterans Treatment Court
programs; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to Friends of Big Island Drug Court,
Inc., for court related services for participants of the Big Island Drug Court and Big Island
Veterans Treatment Court programs; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
