RESOLUTION NO. 225 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC
ACID FOR COUNCIL DISTRICTS 6, 7, AND 8.
WHEREAS, the Kona communities have an infestation of coqui frogs and are
challenged with the noise and nuisance from these frogs; and
WHEREAS, the coqui frogs negatively affect Hawaii Island's economy, environment,
and quality of life; and
WHEREAS, Hawaii County Economic Opportunity Council (HCEOC) is a 501(c)(3)
nonprofit organization that needs additional funds to continue providing citric acid at a
reasonable cost; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Department of Research and Development to provide a grant to HCEOC for the purchase of
citric acid for Council Districts 6, 7, and 8; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
