RESOLUTION NO. 226 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY
ECONOMIC OPPORTUNITY COUNCIL TO PURCHASE CITRIC ACID TO HELP
CONTROL THE COQUI FROG INFESTATION IN COUNCIL DISTRICT 5.
WHEREAS, the coqui frog poses a serious threat to Hawai`i Island by devouring insects
vital to pollination and disrupting the balance of vulnerable native ecosystems; and
WHEREAS, the Department of Research and Development will collaborate with
Hawai`i County Economic Opportunity Council (HCEOC) to help control the coqui frog
infestation in District 5; and
WHEREAS, HCEOC is a nonprofit 501(c)(3) that has assisted the County in its effort to
control the coqui frog infestation; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Research and Development to provide a grant to HCEOC to purchase citric
acid to help control the coqui frog infestation in District 5; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Department of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
