The Hawaii Redevelopment Agency request the twelve metered stalls
bordering the mauka side of Lincoln Park on Kinoole Street be changed
from two-hour to ten-hour parking time limit.
The Traffic Division Parking Meter Section reports low collections from
the present meters indicating a lack of use. Conversion of these meters
will. provide additional long-term parking for the surrounding businesses
and general public.
We request that the attached proposed bill of the Hawaii County Code,
Chapter 24, Article 10, Section 24-291, Schedule 39 (2 Hour Parking Meter
Zones) and Section 24-292, Schedule 40 (8 Hour Parking Meter Zones) be
amended.
A location map is attached for your information and use.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY
CODE 1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, division 7,
section 24-291, schedule 39, of the Hawaii County Code 1983,
relating to two-hour parking meter zones, is amended to read as
follows:
••(12) Kinoole Street, makai side from [Waianuenue Avenue]
Kalakaua Street to [Ponahawai Street;] a Point two hundred
sixty-nine feet southeast of Mamo Street: mauka side, from
Waianuenue Avenue to Haili Street."
SECTION 2. Chapter 24, article 10, division 7,
section 24-292, schedule 40, of the Hawaii County Code 1983,
relating to eight-hour parking meter zones, is amended by adding
a new item to be appropriately numbered and to read as follows:
^{ ) Kinoole Street makai side, from a Point two
hundred sixty-nine feet southeast of Mamo Street to Ponahawai
Street,
SECTION 3. Material to be repealed is bracketed. New
material is underscored. In printing this ordinance, the
brackets, bracketed material, and underscoring need not be
included.
SECTION 4. If any provision of this ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect upon its
approval.

Your Committee on Public Works to which was referred Communication
No. 421 and its attached Bill No. 84 reports as follows:
Bill No. 84 proposes to change the time limit on the parking meters
bordering Lincoln Park on the makai side of Kinoole Street from
two-hour to eight-hour zones.
Bill No. 84 amends Chapter 24, Article 10, Division 7,
Section 24-291, Schedule 39, of the Hawaii County Code 1983 relating
to two-hour parking meter zones, as follows:
(12) Kinsale Street, makai side from [Waianuenue Avenue]
Kalakaua Street to [Ponahawai Street;] a point two hundred
sixty-nine feet southeast of Mamo Street; mauka side, from
Waianuenue Avenue to Ha11r Street.
Bill No. 84 also amends Chapter 24, Article 10, Division 7,
Section 24-292, Schedule 40, of the Hawaii County Code 1983 relating
to eight-hour parking meter zones, by adding the following:
"( ) Kinoole Street, makai side, from a point two hundred
sixty-nine feet southeast of Mamo Street to Ponahawai Street."
Your Committee on Public Works is in accord with the intent and
purpose of Bill No. 84 and recommends its passage on !at reading by
the County Council.
