Purpose of this conversion is to replace two short term parking stalls previously removed on the makai side of Kinoole Street at Mamo Street to improve sight distance at this intersection. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-291, Schedule 39, 2 hour parking meter zones be amended. HRA PUBLIC MEETING OCTOBER 23, 1989 PAGE, TWO had been cancelled in 1968 by Lhe State Land Board and Mr. Taguchi has not been able to determine the reason for its cancellation. The Manager mentioned that the area involved in this Executive Order includes the soccer field, two parking lots, all of the Bay- front metered lots, the Mo'oheau Bandstand and Bus Terminal as well as the site of the proposed information kiosk. Fie added that up to now improvements in the area (bandstand, bus terminal, fencing of the soccer field, construction of the volleyball court, etc.) have been funded by the County ie well as the maintenance. Plans/Permits requiring action by Comn+issioners included: c) Waste Oil Facility SMA, THE 2-2-31:13 ($15,0001: SMA Use Permit Assessment Application from the Harbors Division of the State Department of Transportation to construct a 10x8 -foot storage shed to house eight 55 -gallon drum=_ lo collect and store waste oil from boats using the Wailoa Boat Harbor as required by Federal regulation. Commissioners were informed mat under the Amended Urban Renewal Plan (URP) for the Kaiko'o project the proposed use would be related to the boat docking facility that's currently in operation at the Wailoa River. MOTION: IT WAS DULY MOVED AND SECONDED TO APPROVE THE SPECIAL MANAGEMENT AREA (SMA) USE PERMIT ASSESSMENT APPLICATION AS PROPOSED BY TUE STATE DEPARTMENT OF TRANSPORTATION, HARBORS DIVISION. MOTION BY COMMISSIONER LEWIS/SECONDED BY COMMISSIONER IWANAKA; MOTION CARRIED UNANIMOUSLY. d) Parking Meter Conversion: Rea,st by RSK, Inc., owner of Mamo Mart, to convert all metered et a lie (a total of fifteen) on the mauke side of Kinoole Street between Haiti and Mamo from long-term (10 hours) to short-term (2 hours). Request resulted from the removal of two short-term mete ed stalls serving RSK's building on Kinoole Street for the purp: a of improving site distance at the Kinoole/Mauro intersection. Attached to RSK's request -as a copy of Police Chief Victor Vierra's response to Councilwomen Hate's request for information on the total number of traffic a -idents ;n the downtown area since the inception of the new traff- pattern. Chief Vierra's report shower '.hat there were a total of fifteen traffic accidents in the down+-')wn area between August 27, 1989 snd September 24, 1989. It alit -noted that the intersection leading in accidents was the Kinoole'M, vo intersection. A total of five accidents have occurred within Yhat one month period. The high accident rate at this pa r.. i< intersection is due to turning , olations. Commissioners reviewed n 'i; +e of the affected area. However, he (the Manager) recon, mended chat only five stalls on Kinoole Street across from the Mamo Mart building be converted to short-term parking and that the regaining ten stalls (fronting Sack n' Save on Kinoole to Haili) remain Innq-term (10 hours). Comnussioners were informed that since the new one-way traffic pattern rent into effect the Traffic Division has installed twelve additional short-term parking spaces between Waianuenue Ave. and Ponahawai St. With regard to long-term parking, the Manager added that three_ of the twelve long-term metered stalls on Kinoole next to LincoJ.n Park were removed since the reversal of the traffic pattern. Therefore, he does not feel that it would be prudent to convertthe ten long-term parking stalls by Sack n' Save to short-term. MOTION: IT WAS DULY MOVED AND SECONDED TO APPROVE THE CONVERSION OF ONLY FIVE STALLS ACROSS THE MAMO MART BUILDING AS RECOMMENDED BY THE AGENCY'S MANAGER. MOTION BY COMMIS- SIONER LEWIS/SECONDED BY COMMISSIONER IWANAKA; MOTION CARRIED UNANIMOUSLY. Commissioner Lewis asked if this action would affect any future request for removal of metered stalls in the vicinity of Sack n' Save along Kinoole St. She then voiced her concern on the hazardous condition of entering Kinoole St. from Sack n' Save's Kinoole St. exit. She stated that because cars are able to park in stalls right up to that exit oncoming traffic cannot be seen. The Manager informed Commissioner Lewis that the Agency's action would not affect any future requests for removal of metered stalls in that area. Vice Chairman Cooper asked the Agency's Manager to check the area that is being questioned by Commissioner Lewis. e) Proposed Passenger Loading Zone: Request to establish a passenger loading zone from Thursday through Saturday each week between 7PM and 2AM by International Studio (Studio 1) located at 183 Keawe St. Currently, there is no designated area or space in which youths (ages 14-17) can be dropped off or picked up. Consequently, parents or friends are stopping on Keawe St. to drop-off or pick-up these youths thereby causing unsafe traffic conditions. The Agency's Manager reported that he contacted surrounding businesses and they had no objection to the request. Commissioner Lewis asked about the possibility of using the parking area next to the facility for this purpose. The Manager advised that it is being used as parking for the facility. Vice Chairman Cooper commented that unfortunately there is no turn -around point in that parking area and drivers must reverse onto Keawe St. to get out of the parking lot which is even more hazardous. COUNTY OF HAWAII _ i;_ STATE OF HAWAII Bill No. 207 ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. HE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 7, section 24-291, schedule 39, of the Hawaii County Code 1983, relating to 2 -hour parking meter zones, is amended by adding a new item to be appropriately numbered and to read as follows: "( ) Kinoole Street on the mauka side between Haili Street and Mamo Street five marked stalls in front of Farmers' , Exchange." SECTION 2. Chapter 24, article 10, division 7, section 24-292, schedule 40, item (6), of the Hawaii County Code 1983, relating to 8 -hour parking meter zones, is amended to read as follows: "(6) Kinoole Street, mauka side, from Haili Street to Ponahawai Street t those five metered atalls in front of Farmers' Exchange." SECTION 3. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 4. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 5. This ordinance shall take effect upon its approval. The Hawaii Redevelopment Agency voted in favor of this proposal to replace the two short term parking stalls that were removed on the makai side of Kinoole Street for sight distance improvements due to the Downtown Hilo Traffic Pattern Reversal.
