McClure Deputy Chief Engineer HONORABLE CHAIRMAN AND MEMBERS HAWAII COUNTY COUNCIL HAWAII COUNTY BUILDING HILO HI 96720 SUBJECT: TRAFFIC CODE AMENDMENT Downtown Hilo One -Way Reversal The Department of Public Works, HRA and the Downtown Improvement Association proposes to reverse the one-way traffic pattern currently in effect in Downtown Hilo. The reversal is intended to improve traffic circulation and accessability to the downtown area. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-267, Schedule 15 (One -Way Streets) be amended by deleting the following items: (8) [Keawe Street. All vehicles shall move in a Puna direction between Waianuenue Avenue and the intersection of Keawe and Kilauea Streets.] (9) [Kilauea Avenue. All vehicular traffic shall move only from Hamakua to Puna between Haili Street and Ponahawai Street.] (11) [Kinoole Street. All vehicles shall move in a Hamakua direction between Ponahawai Street and Waianuenue Avenue.] (29) [Kekaulike Street. All vehicular traffic shall move in the Puna direction from Wailuku Drive to Shipman Street.] Amend the following items to read as follows: (10) Kekaulike Street. All [vehicles] vehicular traffic shall move in [a] the Hamakua direction from Waianuenue Avenue [between Waianuenue Avenue and] to Wailuku Drive. (28) Wailuku Drive. COUNTY OF HAWAII „STATE OF HAWAII Bill No. 97 ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 2, section 24-267, schedule 15, of the Hawaii County Code 1983, relating to one way streets, is amended to read as follows: "Section 24-267. Schedule 15. One way streets. When properly posted, traffic shall move only in the direction indicated upon the following streets or portions of streets: (1) Bayfront Parking Lot Driveway located two hundred forty feet Hamakua of Mamo Street in the mauka direction. (2) A portion of Derby Street and Barenaba Street extension. All vehicular traffic shall move only out (mauka to makai) into Kilauea Avenue between Barenaba Street and Kilauea Avenue. (3) Furneaux Street. All vehicular traffic shall move from makai to mauka between Keawe Street and Kilauea Avenue, and mauka to makai between Keawe Street and Kamehameha Avenue. (4) Halai Street. All vehicular traffic shall move only from Puna to Hamakua, between Haili Street and Waianuenue Avenue, between the hours of 7:15 a.m. and 8:00 a.m. on school days. (5) Hawaii Belt Road, between Keaau Village Access Road on the north end of Keaau Village -(Station 1080 + 35 FAP No. F-011-2(2)) to the intersection of Mamalahoa Highway and Makalika Street in Hilo. (17) Mooheau Bus Terminal, the southernmost driveway, in the makai direction and the area fronting the bus terminal in the Hamakua direction. (18) Nawahi Lane. All vehicular traffic shall move only from makai to mauka between Kamehameha Avenue and Punahoa Street. (19) Chia Street in Honokaa. All vehicular traffic shall move only in the northerly direction on the Chia Street extension between Mamane Street and Ohia Street. (20) Pakalana Street in Honokaa(, Hamakua]. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. Hawaii 96720 Your Committee on Public works to which was referred Communication No. 502 and its attached Bill No. 97 reports as follows: Bill No. 97 proposes to reverse the one-way traffic pattern in the Downtown Hilo area to increase traffic circulation and accessibility to Downtown Hilo. Bill No. 97 will reverse the traffic pattern on Kilauea Avenue, Kinsale Street, Keawe Street and Wailuku Drive. Kilauea Avenue will run in the Hamakua Direction up to Mame Street, out will remain to run in the Puna Direction from Haili Street to Mame Street. Kinoole Street will run one-way from Wailuku Drive to Ponahawai Street in the Puna Direction. Keawe Street, in its entirety, will head in the Hamakua Direction, and Wailuku Drive will remain one-way in the mauka direction extending past Kekaulike Street up to Kinsale Street. Your Committee received testimony on the proposed traffic pattern reversal from past and present committee meetings from agencies, such as the Hilo Downtown Improvement Association, Hawaii Redevelopment_ Agency and the Hilo Main Street Program, in support of the proposal. The Hilo Main Street Program has conducted research, studies and surveys and found strong support from those surveyed for the traffic reversal proposal. Your Committee also received testimony against the proposal from merchants of Downtown Hilo. Besides personal reasons, '_heir main objection to the proposed traffic reversal is the terrible detrimental affect it may have on public safety. Doctors whose offices are on Kinsale Street and travel quite frequently -o Hilo Hospital, would be forced to alter their route to the hospital. Also, the main fire station on the corner of Xinoole Street and Ponahawai Street will be affected. Their response time co -he Wainaku area wi:1 increase due to -he alternate, in direct routes they will have to take. Furtnermore, they claim that most merchants and frequent customers of the Downtown Hilo area oppose tae change in traffic pattern, regardless of what -he Hilo Main Street Procram, Hilo Downtown Improvement Assoc':a7i0n and Hawaii Redeve :ocmen- Acenc_' have published. PWC -38 Paqe 3 ?iay 23, 1989 The Fire Department agrees that their main station may to affected by the proposal but has no comment either way. Any change made to the traffic pattern, regardless of the direction, will have some affect on the Fire Department but they feel they will manage nonetheless. The State Department of Transportation and the County Department of Public Works have submitted that the traffic in Downtown Hilo will not be affected by the Wailoa Bridge Reconstruction, nor will a traffic reversal affect the reconstruction. The two departments have no objection to the traffic reversal proposal. Some members of the Committee expressed their reservations about reversing the pattern on Kinoole Street. They requested the possibility of either leaving the pattern in the Hamakua direction or making it a two-way street. The Department of Public Works, in response to these requests, mentioned that they had examined both possibilities in planning the traffic reversal. They concluded that either possibility would create traffic back-up at the intersections of Waianuenue Avenue and Kinoole Street, and Waianuenue and Kilauea Street. They noted that fifty percent of the parking on Kinoole Street would be eliminated due to the left -turn lanes that would have to be established at all the major intersections such as Memo Street, Haili Street and Waianuenue Avenue.
