MCCLURE Deputy Chief Enpkieer COUNTY CLERK COUNTY OF HAWAU RECEIVED 1 Datc We received a request to prohibit parking on the makai side of Kaiulani Street between Waianuenue Avenue and Wailuku Drive to improve sight distance and provide wider lane widths for two-way traffic. When vehicles are parked on both sides, there is only 14 feet available for two-way traffic, which is not adequate. Prohibiting parking on one side would provide 21 feet for the two-way traffic. The Hawaii Police Department, Hilo Methodist Church and the Easter Seals Foundation have been contacted and they have no objections to our proposal. Parking is available along Wailuku Drive, Waianuenue Avenue, within the Church grounds and along the mauka side of Kaiulani Street. We request that the attached proposed bill of the Hawaii County Code, Chapter 24, Article 10, Section 24-280, Schedule 28 under (S. Hilo) be amended. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, section 24-280, schedule 28, subsection (c) South Hilo, relating to no parking at any time zones is amended by adding the following item to be appropriately numbered and to read as follows: "( ) Kaiulani Street makai side from Waianuenue Avenue to wailuku Drive." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. D" JAN 1 7 1989 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: January 10, 1989 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 55 and its attached Bill No. 16, reports as follows: Bill 16 proposes to amend Chapter 24, Article 10, Section 24-280, Schedule 28, Subsection (c) South Hilo, relating to no parking at any time zones by adding the following item to be appropriately numbered and to read as follows: "( ) Kaiulani. Street, makai side, from Communication No. 55 explains that requests have been received to prohibit parking in the area to improve sight distance and to provide wider lane widths for two -.way traffic. This change would increase the space for two-way traffic from 14 to 21 feet. The communication further explains that the Hawaii Police Department, Hilo Methodist Church and the Easter Seals Foundation have been contacted and they had voiced no objections to the proposal. Parking is still available along Wailuku Drive, Waianuenue Avenue, within the church grounds and along the mauka side of Kaiulani Street.
