McCLURE Deputy Chief Engineer COUNTY CLERK COUNTY OF HAWAII Tim $'.2R1 ECVIVED ji Date ::C3 ' 4 I a std The County of Hawaii Safety Coordinator requests that the speed limit on the Old Government Main Road which passes through Ookala Village be reduced from Thirty-five miles per hour to twenty-five miles per hour. We investigated this request and conclude a speed limit of twenty-five miles per hour is correct for this section of narrow winding road. We request that the attached proposed bill of the Hawaii County Code, Chapter 24, Article 10, Section 24-255, Schedule 3, (25 mile per hour limit) be amended. Section 24-257, Schedule 5, (35 mile per hour limit) need not be amended since this section of roadway was not included in the Traffic Code. A map is included for your information and use. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 1, section 24-255, schedule 3, relating to 25 mile per hour speed limit zones, is amended by adding a new item to be appropriately numbered and to read as follows: ^( ) Old Government Main Road in Ookala, North Hilo, between the 29.4- and 30.5 -mile markers of the Hawaii Belt Road, Route 19 for a distance of one and six -tenths miles." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such. invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: January 10, 1989 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication No. 15 and its attached Bill No. 7, reports as follows: Bill No. 7 proposes to amend Chapter 24, Article 10, Division 1, Section 24-255, Schedule 3 of the Hawaii County Code relating to 25 MPH Speed Limit Zones by adding the following: "( ) Old Government Main Road in Ookala, North Hilo, between the 29.4 and 30.5 mile markers of the Hawaii Belt Road, Route 19, for a distance o one an six -tent s mi es. Communication No. 15 explains that the Hawaii Safety Coordinator requests that the speed limit on the road through Ookala Village be reduced from 35 MPH to 25 MPH. The Chief Engineer concurs with this request upon investigating it and finding the road to be narrow and winding.
