RESOLUTION NO. 238 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LOKAHI
TREATMENT CENTERS FOR THE RENTAL OF OFFICE SPACE IN THE I'.AHOA
VILLAGE CENTER.
WHEREAS, Lokahi Treatment Centers is a 501(e)(3)nonprofit organization that
provides quality mental health and substance abuse treatment services that arc culturally
appropriate to Hawaii Island adults, adolescents, and children; and
WHEREAS, Lokahi Treatment Centers is requesting funding assistance to rent space in
the Pahoa Village Center for six months and to pay related common area maintenance fees and
the general excise tax for the purpose of establishing and expanding the current beavioral health
services available in Puna; and
WHEREAS, services at the rental space will include: providing accredited substance
abuse assessments and treatment, individual counseling,anger management, and domestic
violence intervention classes to the currently underserved population residing in Puna; and
WHEREAS, by expanding services to Puna, Lokahi Treatment Centers will remove
transportation barriers for a segment of the Hawaii Island community prone to substance-related
issues. thereby ensuring access to proper treatment services on a regular basis; and
WHEREAS, within this six-month term, Lokahi Treatment Centers will be able to have
a stabilized office space while simultaneously focusing on the growth of treatment services to
become self-sufficient through managed care billing; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall he used;and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Office of Housing and Community Development to provide a grant to Lokahi Treatment
Centers to rent space in the Pahoa Village Center for six months and to pay related common area
maintenance fees and the general excise tax for the purpose of expanding the availability of
current behavioral health services available in Puna; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAPI that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Housing Administrator and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
