Aloha to the Hawaii County Council:
I urge your approval of funding for the six Soil and Water Conservation Districts
(SWCD,$) in Hawaii County. This annual funding from the County of $50,000 per
SWCD, while it does not meet all the current needs of the SWCD's, goes a long way to
enable us to assist the rural community in providing quality conservation
assistance.
I have personally been involved with SWCD's for many years. I was a Director for
the West Kauai SWCD from 1976 through 1979, an Associate Director for the Ka'u
SWCD from 1979 through 1982, and a cooperator of the Puna SWCD from 1983
through the present time. As an employee of the USDA from 1982 through 2012, I
worked with all the SWCD's in Hawaii County as well as many SWCD's during my 19
years in New Mexico. I presently serve as a Director on the Kona SWCD.
As a Professional Engineer, licensed to practice in Hawaii since 1989, I can attest
that the SWCD's in Hawaii County are well managed and that the citizens of Hawaii
County are well served by the SWCD's and their respective pro -active staff.
