RESOLUTION NO. 246 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATING TO THE 2015 FILIPINO AMERICAN HERITAGE MONTH
CELEBRATION AND BARRIO FIESTA.
WHEREAS, the Big Island Resource Conservation and Development Council ("Big
Island RC&D") is a 501(c)(3) nonprofit organization that supports conservation, agricultural
research, and economic development on Hawaii Island; and
WHEREAS, October is recognized as Filipino American Heritage Month (FAHM) in
recognition of the rich cultural heritage of immigrants from the Philippines that continues to be
celebrated by their descendants; and
WHEREAS, the 2015 FAHM celebration and Barrio Fiesta is scheduled for the month of
October at the University of Hawai`i at Hilo campus; and
WHEREAS, Big Island RC&D is requesting funds to be used for games, activities,
entertainment, speakers, food, refreshments, advertising, and travel expenses for guests; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to Big Island RC&D for
expenses relating to the 2015 FAHM celebration and Barrio Fiesta in Hilo; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
