Testimony to be submitted to Developer & County Council in regards to
the development of Hualalai Kai next to The Pines I in Kailua-Kona.
Aloha,
I am the owner and, a full time resident of Unit #46 in The Pines, next to the
proposed development of Hualalai Kai: I would like to express my opinion in
regards to this development and some of the 'issues that may arise from it.
First of all, I would like to express that I am not at all opposed to this development
and do feel. there is a need for additional senior housing, both for independent and
assisted living. I do however, have some concerns that are expressed below in
terms of some of the impact that the development may have on the Pines and
surrounding neighbors, both during construction and upon completion. .1 feel most
all reasonable concerns can be addressed and that. The: Pines and Hualalai Kai can be
great neighbors. I should say, that my home is right on the border of the two
developments and probably one of the most impacted.
Following are a list of my concerns and/or suggestons.
1. Would like to make sure thatthe interior private roadways within The Pines are.
not used as construction access to the project. These are narrow private roadways
and not appropriate for construction access.
2. The burial site should be handled as directed by the Burial Council, but there was,
concern. expressed that it not be enhanced to the point that it becomes an attractive
nuisance.
3. Would like to make sure that all of the service areas "back of the house".are not
placed. on the north side of the property fronting The Pines, thus becoming a
nuisance to The Pines in terms of aesthetics and noise. (example dumpsters,
delivery trucks, ambulance access; etc.)
4. If the Skilled Nursing facility were flipped as shown on the revised plot plan
provided by . much of the above concerns would be addressed without
sacrificing the density or access of the project. The flipping as presented here is
definitely a help in addressing many of the concerns expressed at the July 29
meeting.
5. Make sure that the landscaping enhances the project and as much as possible
protects the privacy for The Pines as well as Hualalai Kai.

6. Make sure that construction is compacted as much as possible to minimize the
construction inconvenience to The Pines residents. They recently endured. nearly 3
years. of dust and noise from the construction at University of the Nations, with little
or no mitigation efforts made on the part of the contractor for noise or dust control.
This resulted in not only "loss of quiet enjoyment" but also a lot of damage to the
properties from .the constant dust.
7. Noise & dust control during construction are of major concern to the residents
and they request that maximum measures be taken to control this wherever and
whenever possible.
8: The attractiveness of the project is critical .to The Pines residents and we are
sure it is to the Developer as well. We all want to be proud of our neighborhood and
both The Pines and Hualalai Kai are part of the same neighborhood. Pines residents
fear that the project will be built only to be attractive from Hualalai Road, and want
to make sure it is also attractive from the north boundary of the property..
9. Handling of "waste" issues is important and The Pines residents want to make
sure that Hualalai Kai is connected to the county sewer system and does not develop
their own sewer treatment plan on site.
10. It was expressed that "air flow" is as important as "view planes" both in the
final product and during construction.
11. Itis important to The Pines residents that the lighting within Hualalai Kai not
negatively impact the residents of The Pines.
12. All would like to see sidewalks created and extended,to the maximum extent
possible. Hualalai Road is dangerous for pedestrians as it exists now and with the
increase in traffic and in pedestrians it is going to be even more dangerous. We
want to encourage pedestrian traffic, but without meaningful & safe pedestrian right
of ways this is difficult. One of the important aspects of the location of Hualalai Kai
is it's close proximity to town (as is the case with The Regency). There are several
"scooter" type vehicles as well as pedestrians that navigate the very narrow access
down Hualalai Road. We would expect this to increase by quite a bit with the
opening of Hualalai Kai and hope that the safety of pedestrians can be addressed.
13. One of the exemptions that Hualalai Kai is asking for is a delay in the left hand
turn lane on Hualalai Road into the project and in the meantime allowing only right
in and right out turns. We believe this is going to cause a definite traffic issue on
Hualalai Road, especially during the traffic hours in the afternoon and that it could
result in a dangerous situation.
14. Residents of The Pines would like to know what mitigating steps the Developer
would be willing to take to control negative issues (such as rodents, dust, etc.) that
The Pines residents will need to deal with during the construction period.
15. Would like to have the Developer appoint a "contact person" to liaison with
The Pines Board and Association to deal with issues and concerns that might arise
during the design and construction of the project.
16. The Board of The Pines would like to request that once the final plot plan and
design plans are done, that a copy would be given to the Managing Agent of The
Pines so that impacted homeowners may be able to view them in order to make
their own decisions of action they may need to take within their own properties to
help mitigate their concerns.
