The Police Department, Traffic Services Division, concurs with our findings. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-271, Schedule 19 (Prohibited Left Turn Areas) be amended. A location map is attached for your information and use. *4RUCE "C. Date 1 1 1991 i COUNTY OF HAWAII STATE OF HAWAII BILL NO. 421 ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 5, section 24-271, schedule 19, of the Hawaii County Code 1983, relating to prohibited left turn areas is amended by adding the following items to be appropriately numbered and to read as follows: ( ). LANIHULI STREET at Kilauea Avenue. ( ). KILAUEA AVENUE, north bound at Lanihuli Street. SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. No. _ Data MAY 1 199 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: April 23, 1991 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 2453 and its attached Bill No. 421, entitled "An Ordinance Amending Chapter 24, Article 10, of the Hawaii County Code 1983, Relating to Traffic Regulations", reports as follows: Bill No. 421 proposes to amend Chapter 24, Article 10, Division 5, Section 24-271, Schedule 19, Hawaii County Code 1983, relating to prohibited left turn areas, by adding two new items. The purpose of the bill is to prohibit left turns from Lanihuli Street onto Kilauea Avenue and from Kilauea Avenue onto Lanihuli Street. Your Committee on Public Works has reviewed Bill No. 421 and Communication No. 2453 from Chief Engineer Bruce C. McClure, stating the following: 1. The Department evaluated traffic accidents at the intersection of Kilauea Avenue and Lanihuli Street and determined that the prohibition of left turns there will reduce traffic congestion and improve traffic safety. 2. The Police Department, Traffic Services Division concurs with the prohibition. Your Committee has also reviewed Bill No. 421 Draft 2, which was circulated. The Chair stated that the revised bill had been prepared by the Corporation Counsel's office in response to her request for corrections to the format in section 1 as follows: 1. Add quotation marks around the items which will appear in the County Code: 2. Delete the periods after the closing parentheses; and 3. Change the street names from all capital letters to initial capitals, i.e., change "LANIHULI STREET" and "KILAUEA AVENUE" to "Lanihuli Street" and "Kilauea Avenue". Your Committee concurred with the Chair's recommendations to approve Bill 421 and to amend it as circulated.
