SUBJECT: TRAFFIC CODE AMENDMENT
Kinoole Street: Proposed No Parking Zone
The Traffic Division of the Department of Public -Works is planning to
improve Kinoole Street/Hualalai Street intersection by adding left turn
lanes on Kinoole Street at both approaches to Hualalai Street. We
believe these minor modifications to this intersection will improve
overall operations by reducing delays and general congestion.
Since adding left turn bays will reduce existing lane widths, it will be
necessary to remove parking on both sides of Kinoole Street at Hualalai
Street.
We have been in contact with business establishments in the immediate
area and they have no objections to our proposal.
We request the Hawaii County Code, Chapter 24, Article 10, Section 24-280,
Schedule 28 (No Parking at Anytime) under South Hilo be amended.
A location map is attached for your information and use.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII
COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, division 5,
section 24-280, schedule 28, of the Hawaii County Code 1983,
relating to no parking at any time, is amended by adding the
following items to be appropriately numbered and to read as
follows:
i ). KINOOLE STREET, mauka side, beginning at a point
seven hundred forty one feet Puna of Kukuau Street
and extending seven hundred five feet in the Puna
direction.
). KINOOLE STREET, makai side, beginning at Hoku
Street and extending seven hundred five feet in
the Hamakua direction.
SECTION 2. New material is underscored. In printing this
ordinance, the underscoring need not be included.
SECTION 3. If any provision of this ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
SECTION 4. This ordinance shall take effect upon its
approval.

Your Committee on Public Works, to which was referred Communication
No. 2451 and its attached Bill No. 419 entitled "An Ordinance
Amending Chapter 24, Article 10, of the Hawaii County Code 1983,
Relating to Traffic Regulations", reports as follows:
Bill No. 419 proposes to amend Chapter 24, Article 10, Division 5,
Section 24-280, Schedule 28, of the Hawaii County Code 1983, relating
to no parking at any time, by adding two new items. The purpose of
the bill is to create a no parking zone on Kinoole Street in the
vicinity of Hualalai Street as follows:
1. Makai side of Kinoole Street, from Hoku Street for 705 feet
in the Hamakua direction;
2. Mauka side of Kinoole Street, from a point 741 feet Puna of
Kukuau Street and extending 705 feet in the Puna direction.
The intent of the bill is to make room for left turn lanes on Kinoole
Street at both approaches to Hualali Street.
Your Committee on Public Works has reviewed Bill No. 419 and
Communication No. 2451 from Chief Engineer Bruce C. McClure, which
states that the left turn lanes will reduce delays and general
congestion and that business establishments in the immediate area
have no objections to the Department's proposal.
Your Committee also reviewed Bill No. 419 Draft 2, which was
circulated. The Chair stated that the revised bill had been prepared
by the Corporation Counsel's office in response to her request for
corrections to the content and format in Section 1 as follows:
1. Change "section 24-280" to "section 24-280(c)";
2. Add quotation marks around the items which will appear in
the County Code;
3. Delete the periods after the closing parentheses; and
4. Change the street name in both items from all capital
letters to initial capitals, i.e., change "KINOOLE STREET"
to "Kinoole Street".

Your Committee heard testimony from the Department of Public Works,
Traffic Division Head, Richard Nishimura, as follows:
1. All businesses that would be severely affected by the bill
were notified; and
2. Some parking space on Kinoole Street would be lost.
Your Committee concurred with the Chair's recommendations to approve
Bill No. 419 and to amend it in the form of Bill No. 419 Draft 2, as
circulated.
Your Committee on Public Works is in accord with the intent and
purpose of Bill No. 419 Draft 2 and recommends its passage on first
reading by the County Council. \11
