The South Hilo Traffic Safety Committee would like to take this
opportunity to express our sentiments regarding the establishment of a
crosswalk on Aupuni St. between the Kaiko'o Mall and the Lagoon Centre.
As an issue of concern at our monthly September meeting, members felt
a crosswalk or even an overpass would aid in residents, government workers,
business people and the public in general to safely cross the busy street.
Our primary concern is safe access to and from the Lagoon Centre, government
buildings (including parking areas) and commercial offices. We respectfully
request a study be made for a safety plan to provide access for everyone
using the area. Thank you for your time and we look forward to a timely
response.

to locate the Judiciary Building between the current State building
and the Lagoon Centre, or if the current County Buildir is converted 2 o 3o

I have received your communication dated October 8, 1990
regarding the need for a crosswalk on Aupuni Street in Hilo.
Your communication has been referred to the Council's Public
Works Committee for review. The Public Works Committee will
take this matter up for consideration at its meeting scheduled
for October 23, 1990. The meeting will begin at 9:00 a.m. in
the Councilroom'.
Should you need any further clarification, please feel free to

RE: Request for Crosswalk Between Kaiko'o Mall and Lagoon Centre

Dear Mr. Iwata:
The County Council's Committee on Public Works met on October 23,
1990, to discuss a traffic safety plan study for Aupuni Street as
proposed by the South Hilo Traffic Safety Committee. Please find the
enclosed letter from Bill Walter dated October 8, 1990.
The Public Works Committee further discussed the possibilities of
providing safe access between the Lagoon Center and the Kaiko'o Mall
and through ideas such as an overpass or a pedestrian -activated
traffic signals: The Chief Engineer's recommendation at this time is
that the safe access be funded by the Lagoon Centre and the Kaiko'o
Mall. Please find enclosed letter from Bruce McClure dated
October 18, 1990, Item 2.
May I suggest that we meet to further discuss this concern in early
November. A Public Works Committee staff member will call to confirm
your participation and the date and time. I am inviting the property
managers and association presidents from both the Hilo Lagoon Centre
and the Kaiko'o Mall, the Chief Engineer and the Police Chief.
