Date Ql9 9990 COUNTY OF HAWAII STATE OF HAWAII BILL NO. 345 ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 6, section 24-287, schedule 35, of the Hawaii County Code 1983, relating to passenger loading zones, is amended by deleting the following unnumbered item: "[( ) Keawe Street, makai side, beginning at a point one hundred seventy-nine feet Hamakua of Haili Street and extending forty-four feet in the Hamakua direction, between the hours of 7:00 p.m. and 2:00 a.m., Thursday to Sunday.]" SECTION 2. Material to be repealed is bracketed. In printing this ordinance, the brackets and bracketed material need not be included. SECTION 3. If any -provision of this ordinance or the application tnereof to any person or circumstance is held invalid, such -invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. sk SECTION 4. This ordinance shall take effect upon its approval. D" NOV 8 REPORT OF THE ' CO'MMITTEE ON PUBLIC WORKS DATE: October 23, 1990 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. ID29 and its attached Bill No. 345, entitled "An Ordinance Amending Chapter 24, Article 10, of the Hawaii County Code 1983, Relating to Traffic Regulations," reports as follows: Bill No. 345 proposes to amend Chapter 24, Article 10, Division 6, Section 24-287, Schedule 35 of the Hawaii County Code 1983 relating to passenger loading zones by deleting the unnumbered item designating a loading zone on the makai side of Keawe Street starting at a point 179 feet Hamakua of Haili Street and extending 44 feet in the Hamakua direction between the hours of 7 p.m. and 2 a.m., Thursday to Sunday. The purpose of the bill is to return the loading zone to its former use, namely, two parking spaces, 24 hours a day. Your Committee on Public Works has reviewed Communication No. 2029 from Chief Engineer Bruce McClure stating that Studio 1, a division of International Studios, located at 183 Keawe Street, is no longer in operation and requesting that the County Code be amended. Your Committee has also reviewed a circulated memo from the Chief Engineer dated October 18, 1990 stating that the passenger loading zone had been created at the request of Studio 1 for a drop off area for their young customers who didn't drive; two metered parking stalls had been converted for that purpose; and because Studio 1 is no longer in operation, the passenger loading zone is no longer needed. Your Committee heard the Chief Engineer recommend removal of the passenger loading zone from the County Code. Two Committee members noted that no map accompanied Bill No. 345 and stated that they want maps. Your Committee concurred with the Chief Engineer's recommendation.
