Your Committee on Planning, to which was referred Bill No. 72, reports as follows:
Bill No. 72, transmitted by Mayor William P. Kenoi via Communication No. 398 dated
July 17, 2015, amends the County of Hawai`i General Plan as adopted by Ordinance No. 05-25
and amended by Ordinance Nos. 06-153, 12-89, and 14-87, and by amending Map 14 of the
Land Use Pattern Allocation Guide Map by changing the land use designation from low density
urban and important agricultural land to medium density urban for Kea'au Village and the
immediately surrounding areas, Kea'au Village, Kea'au, Puna, Island of Hawaii.
The Windward Planning Commission recommended approval of this bill at its duly held public
hearing on July 2, 2015. The Leeward Planning Commission recommended approval of this bill
at its duly held public hearing on July 16, 2015.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 72, and
recommends passage on first reading.
