A speed study was conducted and we conclude portions of Kaiwiki Road should have a speed limit of 25 miles per hour due to the residential nature of these areas. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-257, Schedule 5 under 35 mile per hour limit be amended. COUNTY OF HAWAII -,.--a _STATE OF HAWAII Bill No. 278 ORDINANCE NO, AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 1, section 24-255, schedule 3, of the Hawaii County Code 1983, relating to 25 miles per hour speed limit zones is amended by adding a new item to be appropriately numbered and to read as follows: "( ) Kaiwiki Road, beginning at a point 0.6 miles mauka of the Old Hawaii Belt Road and extending to its mauka terminus." SECTION 2. Chapter 24, article 10, division 1, section 24-257, schedule 5, of the Hawaii County Code, relating to 35 miles per hour speed limit zones, is amended by adding a new item to be appropriately numbered and to read as follows: "( ) Kaiwiki Road, beginning at the Old Hawaii Belt Road and extending a distance of 0.6 miles in the mauka direction." SECTION 3. Chapter 24, article 10, division 1, section 24-258, schedule 6, of the Hawaii County Code 1983, relating to 35 miles per hour maximum speed limit zones, is amended to read as follows: "(4) [Kaiwiki Road] RESERVED." SECTION 4. Material to be repealed is bracketed. New material is underscored. In printing this ordinance, the brackets, bracketed material, and underscoring need not be included. SECTION 5. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 6. This ordinance shall take effect upon its approval. No. Data JUN 2 10' a990 II REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: May 22, 1990 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 1650 and its attached Bill No. 278, reports as follows: Bill 278 proposes to reduce the speed limit on portions of Kaiwiki Road from 35 miles per hour to 25 miles per hour. You Committee has been advised that a speed study was conducted by the Department of Public Works and that due to the residential nature of portions of Kaiwiki Road, a reduced speed limit was recommended. Chapter 24, Article 10, Division 1, Section 24-255, Schedule 3, of the Hawaii County Code 1983, relating to 25 miles per hour speed limit zones is amended by adding the following: -I( ) Kaiwiki Road beginning at a point 0.6 miles mauka of the Old Hawaii Belt Road and extending to its mauka terminus."
