We received a request to eliminate parking along Waianuenue Avenue in the
vicinity of the Hilo Hospital. Purpose of the parking restriction is to
provide adequate sight distances for driveways serving various hospital
facilities and private residences in the immediate area, and improve safety
along this narrow portion of Waianuenue Avenue.
The Hilo Hospital administration concurs with this request because there
are adequate off street parking facilities.
We request the Hawaii County Code, Chapter 24, Article 10, Section 24-280,
Schedule 28 under S. Hilo be amended.
A map is attached for your information and use.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY
CODE 1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, division 5,
section 24-280, schedule 28, subsection (c) South Hilo, of the
Hawaii County Code 1983, relating to no parking at any time is
amended by adding a new item to be appropriately numbered and to
read as follows:
"S ) Waianuenue Avenue, beginning at the mauka access to
Rainbow Drive and extending two-tenths of a mile in the mauka
direction."
SECTION 2. New material is underscored. In printing this
ordinance, the underscoring need not be included.
SECTION 3. If any provision of this ordinance or the
application thereof to any person or circumstance is held invalid,
such invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid
provision or application, and to this end, the provisions of this
ordinance are declared to be severable.
SECTION 4. This ordinance shall take effect upon its
approval.

Your Committee on Public Works, to which was referred Communication
No. 1648 and its attached Bill No. 276, reports as follows:
Bill No. 276 proposes to establish a no -parking zone on Waianuenue
Avenue in the vicinity of the Hilo Hospital. The purpose of this
parking restriction is to provide adequate sight distances for
driveways serving the various hospitals and other residences in the
area and also improve safety.
Chapter 24, Article 10, Division 5, Section 24-280, Schedule 28,
Subsection (c) South Hilo, of the Hawaii County Code 1983, is amended
to read as follows:
"( )-_Waianuenue Avenue, beginning at the mauka access to
Rainbow Drive and extending two-tenths of a mile' -in the mau a
direction."
Your Committee expressed concerns and reservations about passing
traffic code amendments, especially those relating to no -parking,
without giving adequate notice to the parties immediately affected by
the amendments. Communication No. 1771, is a letter from the
Department of Public Works in response to the Committee's concern.
The letter states that this amendment was requested by the Hilo
Hospital Administration. It also notes that notices were sent to the
other abutting landowners on May 25, 1990.
Your Committee on Public Works is in accord with the intent and
purpose of Bill No. 276 and recommends its passage on first reading
by the County Council.
