Ddt@ 5/1'44920 A problem involving restricted sight distances experienced by motorists exiting from driveways along Aupuni Street was referred to our division by the South Hilo Traffic Safety Committee. In order to improve driveway sight distances along Aupuni Street, we are planning to extend existing "No Parking Zones" adjacent to these driveways. To implement this project we request the Hawaii County Code, Chapter 24, Article 10, Section 24-280, Schedule 28 "No Parking Anytime" under South Hilo, be amended. These amendments will delete approximately fourteen passenger vehicle parking spaces, but will improve safety for motorists egressing from the various driveways along Aupuni Street. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 5, 274 section 24-280, schedule 28, subsection (c) South Hilo, of the Hawaii County Code 1983, relating to no parking at any time, is amended to read as follows: "(7) Aupuni Street, [both sides] mauka side, for a.distance of two hundred feet from its intersection with Kilauea Avenue. (8) [Aupuni Street, mauka-Hamakua (Kaiko'o Mall) side, from the driveway located four hundred fifty feet north of the intersection with Kilauea Avenue and extending five hundred feet around the curve to the driveway across from the State Building.] RESERVED." Chapter 24, article 10, division 5, section 24-280, schedule 28, subsection (c) South Hilo, of the Hawaii County Code 1983, relating to no parking at any time, is amended by adding the following items to be appropriately numbered and to read as follows: "( ) Aupuni Street, makai side, beginning at Kilauea Avenue and extending five hundred twenty-five feet in the northerly direction toward the Hilo Lagoon Centre. ( ) Aupuni Street, mauka side, beginning at a point three hundred twenty-two feet north of Kilauea Avenue and extending seven hundred twenty-eight feet toward Pauahi Street." SECTION 3. New material is underscored. Material to be deleted is bracketed. In printing this ordinance, the brackets, bracketed material, and underscoring need not be included. SECTION 4. If any provision of this ordinance or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 5. This ordinance shall take effect upon its approval. AUG 15 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: July 9, 1990 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 1646 and its attached Bill No. 274, reports as follows: Bill No. 274 proposes to establish a no -parking zone along Aupuni Street in Hilo. The zone covers both sides of Aupuni Street and begins at the Kilauea Avenue corner. The zone stretches for five hundred twenty-five feet on the First Interstate Bank side of Aupuni Street. On the Kaiko'o Mall side, the no -parking zone extends two hundred feet, then allows for one hundred twenty-two feet of parking, and continues for seven hundred twenty-eight feet along the inside radius of the turn. Bill No. 274 received responses from the Department of Civil Service, Department of Water Supply and the Hawaii Redevelopment Agency (Communication No. 1817). Their concerns are that there is a lack of parking around this proposed zone due to the number of State, County and private business employees in the vicinity. They suggested that either an alternative parking site, consolidation of driveways, or elimination of fewer stalls be considered before passing Bill No. 274. Also a reduction in the speed limit or clearly marked crosswalk designations could be an alternative to the no -parking zone. They do not feel that the zone would materially increase safety and that the need for parking is greater.
