McClure Deputy Chief Engineer COUNTY CLERK COUNTY OF HAWAII ne '49 E� J1 .u..rw.w� A problem concerning motorists not observing the stop sign on Wailoa Street when proceeding mauka towards Kapiolani Street was discussed at the February 13, 1990 meeting of the Committee on Public Works. We conducted an investigation and decided to paint the word "STOP" on the pavement and also add longitudinal lines within the crosswalk for added visibility. Our investigation also revealed a limited sight distance problem for motorists stopped at this intersection because of vehicles parked on the makai and mauka, puna side of Kapiolani Street. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-280, Schedule 28 under South Hilo be amended. This amendment will remove six marked parking stalls. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 5, section 24-280, schedule 28, subsection (c) South Hilo, of the Hawaii County Code 1983, relating to no parking at any time, is amended by adding the following items to be appropriately numbered and to read as follows: "( ) Kapiolani Street, makai side, beginning at a point three hundred eighty feet north of Hema Street and extending one hundred feet in the northerly direction to. Wailoa Street." "S ) Kapiolani Street, mauka side, beginning at Wailoa Street and extending one hundred five feet in the southerly direction toward Hema Street." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to.any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid 1 i provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. D,W UL.' 9 r REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: July 9, 1990 PLACE: Councilroom TIME: 2:30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 1544 and its attached Bill No. 248, reports as follows: Bill No. 248 proposes to eliminate six parking stalls on Kapiolani Street, Puna side of the Kapiolani Street/Wailoa Street intersection. This is to improve sight distance for motorists.on Wailoa Street at that intersection. The word "Stop" will -be painted on Wailoa Street at the Kapiolani Street intersection and also longitudinal lines within the crosswalk will also be painted. This will alert motorists to the -stop sign there. This decision by the Department of Public Works is in place of the "stop sign flashing light" that was discussed at a previous committee meeting. Chapter 24, Article 10, Division 5, section 24-280, schedule 28, subsection (c) South Hilo, of the Hawaii County Code 1983, relating to no parking at any time is amended.by adding the following: "( ) Kaniolani Street, mauka side, beginning at Wailoa Street and extendina one hundred five feet in the southerly direction." Incur Committee had some reservations about Bill No. 248 because there seems to be a difference of opinion between the members and the Department of Public Works. The Chief Engineer claims that he has not received any objections to eliminating parking at that intersection except that someone requested only a couple, not six, be removed. The members on the other hand, said they have received concerns about taking away on street parking because the Lanakila Homes area does not provide much off street parking.
