HONORABLE CHAIRMAN AND MEMBERS HAWAII COUNTY COUNCIL HAWAII COUNTY BUILDING HILO HI 96720 SUBJECT: TRAFFIC CODE AMENDMENT We received a request to authorize a 15 mph speed limit along Kole Street in South Hilo. We investigate this request and conclude 15 miles per hour is appropriate for this one lane road. Other streets in the immediate area share the same characteristics as Kole Street and we feel 15 miles per hour should be authorized for these as well. Kohola Street already has a posted speed limit of 15 mph. Two streets, Honu Street and Uhu Street will remain without a posted speed at this time. The short length and adjacent roadside conditions make this appropriate. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-253, Schedule 1, 15 miles per hour limit be amended. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 1, section 24-253, schedule 1, of the Hawaii County Code 1983, relating to 15 miles per hour speed limit zones, is hereby amended by adding the following items to be appropriately numbered and to read as follows: A Street." "( ) Kole Street, Kekuanaoa Street to Kohola Street." "( ) Manini Street Kekuanaoa Street to Kohola "[ ) Oio Street, Kohola Street to Maiko Street." "( ) Maiko Street, Oio Street to Manini Street." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. 4 SECTION 4. This ordinance shall take effect upon its approval. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 1441 and its attached Bill No. 233, reports as follows: Bill No. 233 proposes to establish a 15 mph speed limit on certain streets in Hilo off of Kekuanaoa, across the Waiakea office Plaza. The Department of Public Works received a request to establish a 15 mph speed limit on Kole Street and after investigation determined that Oio Street, Manini Street and Maiko Street also warranted a 15 mph zone. Chapter 24, Article 10, Division 1, Section 24-253, Schedule 1 of the Hawaii County Code 1983, relating to 15 mile per hour speed limit zones is amended by adding the following: "S ) Kole Street, Kekuanaoa Street -to Kohala Street.
