The new owners have established a non -alcohol, non-smoking disco and fountain at this location. Because of the high youth profile of their customers, many to be dropped off and picked up by their parents. of have Two metered stalls will be converted to a passenger loading zone during the non -operational hours of 7:00 p.m. on Thursday to 2:00 a.m. on Sunday. The HRA manager reported that surrounding business had no objections to the request. AN,ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 6, section 24-287, schedule 35, of the Hawaii County Code 1983, relating to passenger loading zones, is amended by adding a new item to be appropriately numbered and to read as follows: "( ) Keawe Street, makai side, beginning at a point one hundred seventy-nine feet Hamakua of Haili Street and extending in the Hamakua direction for a distance of forty-four feet•" SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. 4 SECTION 4. This ordinance shall take effect upon its approval. No. .-._....—----••�r Date: Ctsi�2 19�L R REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: March 13, 1990 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Communication No. 1440 and its attached Bill No. 232, reports as follows: Bill No. 232 proposes to convert two metered stalls, in front of 183 Keawe Street, formerly Central Pacific Bank, to a passenger loading zone from 7:00 p.m. on Thursday to 2:00 a.m. on Sundays. The current owners have a non -alcohol, non-smoking disco and fountain at this location and attract mostly younger teens who are chauffeured by their parents. The passenger loading zone would allow for the safety of the youths being picked up and dropped off for the disco. It is also reported by the Hawaii Redevelopment Agency, that there are no objections to this request by surrounding businesses. Chapter 24, Article 10, -Division 6,*Section 24-287, Schedule 35 of the Hawaii County Code 1683, relating to passenger loading zones, is amended by adding the following: "S ) Keawe Street, makai side beginning at point one hundred seventy-nine feet Hamakua of Haili Street and extending in the Hamakua direction for a distance of forty-four feet," Your Committee on Public Works concurs with the intent and purpose of Bill No. 232 and recommends its passage on first reading by the full Council'.
