HONORABLE CHAIRMAN AND MEMBERS
HAWAII COUNTY COUNCIL
HAWAII COUNTY BUILDING
HILO HI 96720
SUBJECT: TRAFFIC CODE AMENDMENT
COUNTY CLERK
COUNTY OF HAWAiI
RECEIVED
Time
We received a request to authorize a speed limit on Hoku Street between
Kilauea Avenue and Kinoole Street. Hoku Street is a narrow two-way
roadway with shoulders and parking restricted on the Puna side.
Trial runs were conducted and we conclude 20 miles per hour would be
appropriate.
We request the Hawaii County Code, Chapter 24, Article 10, Section
24-254, Schedule 2, be amended.
A sketch illustrating the affected area is attached for your information
and use.

Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works to which was referred Communication
No. 1070 and its attached Bill No. 174 reports as follows:
Bill No. 174 proposes to establish a twenty mile per hour (20 m.p.h.)
speed limit on Hoku Street between Kilauea Avenue and Kinoole
Street. The Department of Public Works conducted tests and trial
runs on Hoku Street and thereby concludes that this speed limit is
appropriate due to the narrow two-way roadway.
Chapter 24, Article 10, Section 24-254, (20 mile per hour speed
limit) Schedule 2 of the Hawaii County Code 1983 is amended by adding
the following:
"( ) Hoku Street."
Your Committee is in accord with the intent and purpose of
Bill No. 174 and recommends passage on first reading by the Council.
