Hoku Street is a narrow two-way roadway with shoulders and parking restricted on the Puna side. Trial runs were conducted and we conclude 20 miles per hour would be appropriate. We request the Hawaii County Code, Chapter 24, Article 10, Section 24-254, Schedule 2, be amended. A sketch illustrating the affected area is attached for your information and use. HUGH Y NO, P.E. AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY CODE 1983, RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 1, section 24-254, schedule 2, of the Hawaii County Code 1983, relating to 20 miles per hour speed limit zones, is amended by adding a new item to be appropriately numbered and to read as follows: "( ) Hoku Street." SECTION 2. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. No. DEC Data REPORT OF THE UU1 1MITTEE ON PUBLIC WORKS DATE: November 28, 1989 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication No. 1070 and its attached Bill No. 174 reports as follows: Bill No. 174 proposes to establish a twenty mile per hour (20 m.p.h.) speed limit on Hoku Street between Kilauea Avenue and Kinoole Street. The Department of Public Works conducted tests and trial runs on Hoku Street and thereby concludes that this speed limit is appropriate due to the narrow two-way roadway. Chapter 24, Article 10, Section 24-254, (20 mile per hour speed limit) Schedule 2 of the Hawaii County Code 1983 is amended by adding the following: "( ) Hoku Street."
