SUBJECT: TRAFrIC CODE AMENDMENT (TWO HOUR PARKING)
AMENDMENT TO BILL NO. 50; COMM. NO. 229
As requested by the Committee on Public Work at its March 21, 1989,
meeting, we submit the attached revised bill to indicate the distance
along Haili Street fronting the Lyman House Museum that will be affected
by the two hour parking time limit.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, OF THE HAWAII COUNTY
CODE 1983, RELATING TO TRAFFIC REGULATIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, division 5,
section 24-284, schedule 32, of the Hawaii County Code 1983,
relating to two-hour parking areas, is amended by adding a new
item to be appropriately numbered and to read as follows:
"S ) Haili Street, on the Hamakua side, beginning at a
Point one hundred twenty feet mauka of Kapiolani Street and
extending one hundred eighty-nine feet in the mauka
direction."
SECTION 2. New material is underscored. In printing this
ordinance, the underscoring need not be included.
SECTION 3. If any provision of this ordinance or the
application thereof to any person or circumstance is held invalid,
such invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid
provision or application, and to this end, the provisions of this
ordinance are declared to be severable.
SECTION 4. This ordinance shall take effect upon its
approval.

Your Committee on Public Works, to which was referred Communication
No. 579 and its attached Bill No. 50, Draft 2, reports as follows:
Bill No. 50, Draft 2, proposes to establish a two-hour parking zone
in front of the Lyman House Museum on Haili Street.
Dr. Leon Bruno, Director of the Lyman House Museum, requests the
parking limitations. There is a limited number of parking stalls
available to the museum and they are being occupied with vehicles
parked all day. Visitors to the museum become discouraged because of
the lack of parking due to the all day parkers.
Chapter 24, Article 10, Section 24-284, Schedule 32 of the Hawaii -
County.Code 1983,•relating to two-hour parking, is amended by adding:
( ) Haili Street, on the Hamakua side, beginning at a
point of one hundred twenty feet mauka of
Kapiolani Street and extending one hundred
eighty-nine feet in the mauka direction.
Bill No. 50 was redrafted to Draft 2 to specify the boundaries, in
feet, for the two-hour parking zone.
Your Committee on Public Works concurs with the intent and purpose of
Bill No. 50, Draft 2, and recommends its passage on first reading by
the Council.
