Parked vehicles along the roadway are causing through traffic to cross the centerline creating unnecessary hazards for other motorists. The Hawaii Police Department requests the existing No Parking Zone along Wainaku Street at Kauila Street be extended to provide additional sight distance for motorists entering Wainaku Street from Kauila Street We request the Hawaii County Code, Chapter 24, Article 10, Secton 24-280, Schedule 28 (No Parking Anytime) under South Hilo, be amended by adding the following items: Mamalahoa Highway, makai side, beginning at a point three hundred seventy five feet north of the Papaikou Transfer Station access road and extending five hundred twelve feet in the northerly direction to the unnamed government roadway. Wainaku Street, makai side, beginning at a point two hundred eighty-two feet north of Lehua Street and extending one hundred eighty feet in the northerly direction. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 4. This ordinance shall take effect upon its approval. Mrs. Leonora Ka'aukai of Papaikou requests the no -parking zone on the Mamalahoa Highway, makai side, just north of the Papaikou Transfer Station. The parked cars in this area create hazardous situations as traffic must cross the centerline to pass by. The Hawaii Police Department requests the no -parking zone on Wainaku Street, makai side, by Kauila Street, to provide additional sight distances for motorists exiting Kauila Street onto Wainaku Street.
