I, like many citizens of Hawaii County have watched the P -Card story unfold. I am not here to sit in
judgement anyone's use of the P -Card program. I am here to ask.for restraint of as you develop
policy that is reported to reign in the use and flexibility of this valuable tool.
I'm sure you have heard the adage, "you have to spend money to make money". This could not
be truer than it is in Hawaii. We all enjoy using the Japanese expression, "omiyage". We take
gifts to family and friends, we take gifts to customers and clients. Since moving from Oahu to
Hawaii Island 21 years ago 1 have added to my budget the line item for taking gifts of Hawaii Island
whenever I travel back to Oahu on business and pleasure. I pride myself on knowing what special
item each person might prefer or enjoy. For my clients, customers, family and friends that prefer a
bottle of wine I do make that purchase on Oahu since the rules of TSA have come into play. So it
did not surprise me that a party with a P -card purchased wine on Oahu. It seemed like common
sense to me.
Thank you for taking your responsibilities seriously but I ask that you not restrain responsible
business persons willing to serve the citizens of Hawaii in government jobs unnecessarily.
