Please find attached testimony from the Hawaii Construction Alliance on Resolution 239-15, requesting that the Council
defer action on this item at tomorrow's meeting.
The Hawaii Construction Alliance is comprised of the Hawaii Regional Council of Carpenters; the Operative Plasterers'
and Cement Masons' Union, Local 630; International Union of Bricklayers &Allied Craftworkers, Local 1;the Laborers'
International Union of North America, Local 368; and the Operating Engineers, Local Union No. 3.Together,the member
unions of the Hawaii Construction Alliance represent 15,000 working men and women in the basic crafts of our state's
construction industry.

RE: Request for Deferral on Resolution 239-15
Dear Chair Kanuha, Vice Chair Poindexter, and Members:
The Hawai`i Construction Alliance would like to request that your body defer action on
Resolution 239-15.
The Hawai`i Construction Alliance is comprised of the Hawai`i Regional Council of Carpenters;
the Operative Plasterers' and Cement Masons' Union, Local 630; International Union of
Bricklayers & Allied Craftworkers, Local 1; the Laborers' International Union of North
America, Local 368; and the Operating Engineers, Local Union No. 3. Together, the member
unions of the Hawai`i Construction Alliance represent 15,000 working men and women in the
basic crafts of our state's construction industry.
We have been strong supporters of the creation of more affordable housing, particularly for our
kupuna. However, we are also mindful that all projects must be carefully vetted and considered
by the community and policy makers, particularly if those projects utilize the 201(H) process and
seek exemptions from certain ordinances, codes, and fees. Accordingly, we are concerned that
this resolution was waived from committee.
We believe that further input on this proposal from the community may be warranted, and
request that your body defer action on Resolution 239-15 at this time.
