Re: Provide Funds to the Peoples for Advocacy Trails Hawai`i
The Department of Parks and Recreation wishes to provide $35,000 to the Peoples
Advocacy for Trails Hawai`i (PATH), a 501(c)3 nonprofit organization. County funds
will be used to supplement the funding of their Bike Education program for fourth grade
students in the County of Hawai`i.
Enclosed is a resolution authorizing the Department of Parks and Recreation to provide
$35,000 to the PATH organization, pursuant to Hawai`i County Code (2005 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Department of Parks and Recreation requests that this resolution be waived from the
Finance Committee, and be placed on the September 2, 2015 Council Agenda in order to
expedite the funding of this project. If there are any questions, please do not hesitate to
call Reid Sewake of the Department of Department of Parks and Recreation, at 961-8560.

A. REQUEST:
Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for a grant award
of$35,000 to the Peoples Advocacy for Trails Hawaii, a 501(c)(3) organization, for a Bike Education program
for 4th grade students.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Parks and Recreation would like to provide a $35,000 grant to Peoples Advocacy for
Trails Hawaii to defray some of the expenses involved in sponsoring the Bike Education for Hawaii 4th grade
classes from July 2015 to June 2016. The purpose of these classes is to address several critical health and
safety concerns among children and also to address broader environmental issues.
The department requests that this bill be waived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: Resolution No. 259-15 : RESOLUTION AUTHORIZING THE DEPARTMENT OF
PARKS AND RECREATION TO AWARD FUNDS TO THE PEOPLES ADVOCACY FOR
TRAILS HAWAII
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
