HomeMy WebLinkAboutRES 263 Draft 01 2014-2016 COUNTY OF HAWAII ' %:-: STATE OF HAWAII •Orf Of•NI•i, RESOLUTION NO. 263 15 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII ISLAND ECONOMIC DEVELOPMENT BOARD, INC., TO ASSIST WITH EXPENSES RELATED TO TRANSPORTATION FOR THE STARBASE HAWAII PROGRAM DURING THE 2015-2016 SCHOOL YEAR. WHEREAS, the Hawai`i Island Economic Development Board, Inc., is a 501(c)(3) nonprofit organization that supports Hawai`i Island's STARBASE program, often referred to as STARBASE Hawai`i; and WHEREAS, the purpose of STARBASE Hawai`i is to bring science, technology, engineering, and math (STEM) enrichment to the classrooms of at-risk youth in rural areas, primarily serving fifth-grade students in public school classrooms in Ka`u, Kea'au, and Pahoa; and WHEREAS, STARBASE has fifty-nine operating programs in the nation serving 4,200 students, which includes Hawai`i Island as the only STARBASE program in the State of Hawai`i serving 487 students; and WHEREAS, from the total students served nationwide, according to federal standards, 79.4% are considered disadvantaged and 96.4% are minorities, however, evidence-based data demonstrates that students gained an average increase of 61.3% in STEM knowledge and fundamentals, according to STARBASE program benchmarks and statistics; and WHEREAS, STARBASE Hawai`i continues to be supported by the Department of Defense (DoD), State, and private organizations, thus, STARBASE Hawai`i has covered the cost for buses by private donations since November 2013, however, funds were depleted and discontinued in March 2015; and WHEREAS, according to DoD policy, participating schools/organizations must provide transportation for their students from school to/from the DoD STARBASE program site; and WHEREAS, budget shortfalls have caused transportation challenges for students participating in the current STARBASE Hawai`i program, which includes 125 classes for the 2015-2016 school year; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to the Hawai`i Island Economic Development Board, Inc., to assist with expenses related to transportation for the STARBASE Hawai`i program during the 2015-2016 school year; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC —Contingency Relief $3,000 CREDITED TO: 010.271.5271.02 Office of the Prosecuting Attorney $3,000 Prosecuting Atty OCE 115 Misc.
