RESOLUTION NO. 264 15
A RESOLUTION RELATING TO THE HAWAI'I ISLAND MASS TRANSIT
MASTER PLAN.
WHEREAS, the County of Hawai`i Mass Transit Agency is preparing a Hawaii Island
Mass Transit Master Plan ("Master Plan"); and
WHEREAS, pursuant to Ordinance No. 15-58, the Capital Budget and Six-Year Capital
Improvements Program for Fiscal Year 2015-2016, the Master Plan will provide an overall
framework for transit improvements, while incorporating user input from each of the districts
and the Community Development Plans; and
WHEREAS, Section 13.4.1 of the County of Hawai`i General Plan, relating to Mass
Transit, states that "The County is committed to providing its residents with a public
transportation system that is affordable, efficient, accessible, safe, environmentally friendly, and
reliable. Mass transit systems provide residents with an alternative means of transportation to
employment, services and activities. It also promotes and enhances pedestrian activities, reduces
congestion, improves air quality, and increases economic development opportunities"; and
WHEREAS, the County's Mass Transit Agency accomplishes this goal in part by
operating the Hele-On bus system, which transports residents along main roadways to major
urban centers of Hawai`i Island; and
WHEREAS, ridership levels of the Hele-On bus routes vary widely throughout the day
and on the various routes around Hawai`i Island; and
WHEREAS, a partnership with a private entity to provide mass transit service may result
in a more reliable transit system that would serve the residents and visitors of Hawai`i County;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawai`i County Mass Transit Agency is requested to address the following topics in the Mass
Transit Master Plan:
1. Identify the Hele-On bus routes with the highest ridership;
2. Determine whether the Mass Transit Agency can award routes with the highest
ridership to a private contractor, and if so, identify the fiscal impact of the
resulting public-private partnership upon the County budget;
3. Determine whether a private company can operate high-ridership routes at current
fares and with a resulting level of customer satisfaction equal to or higher than the
current levels of satisfaction; and
4. Identify and discuss other innovative arrangements, if any, that would enhance the
level of service at affordable fares for users of the mass transit system in Hawai`i
County.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to Mass Transit Administrator, Tiffany Kai.
