SUBJECT: A RESOLUTION REQUESTING THE HAWAII STATE ASSOCIATION
OF COUNTIES TO INCLUDE IN ITS 2015 LEGISLATIVE PACKAGE A
RESOLUTION URGING HAWAI'I'S CONGRESSIONAL DELEGATION
TO PROPOSE AND PASS AN AMENDMENT CLARIFYING THAT
CORPORATIONS ARE NOT PEOPLE WITH CONSTITUTIONAL
RIGHTS,AND THAT UNLIMITED CAMPAIGN SPENDING IS NOT
FREE SPEECH.
Attached is a resolution requesting that the Hawai`i State Association of Counties propose a
Resolution in the 2016 session of the Hawai`i State Legislature.
Attached please find the above referenced Resolution. I am requesting the attached Resolution
be waived through Committees and placed on the September 2, 2015, Council agenda; however,
in the event this request is denied, for whatever reason, I understand this matter will be referred-
to the appropriate committee.

ASSOCIATION OF COUNTIES TO INCLUDE IN ITS 2016 LEGISLATIVE PACKAGE A
RESOLUTION URGING HAWAI'I'S CONGRESSIONAL DELEGATION TO PROPOSE
AND PASS AN AMENDMENT CLARIFYING THAT CORPORATIONS ARE NOT PEOPLE
WITH CONSTITUTIONAL RIGHTS, AND THAT UNLIMITED CAMPAIGN SPENDING IS
NOT FREE SPEECH.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
