Re: Operating Budget
Resolution 213-15 was passed on July 24, 2015 to transfer $900 from the Clerk-Council
Services Contingency Relief account to the Highway Fund. These funds will be used to
install three convex mirrors to provide improved sight distance to driveways in District 3.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$900 to the Department of Public Works, Traffic Division's Signs and Markings OCE
account within the Highway Fund.

RE: Bill. No. 88 : AN ORDINANCE TO AMEND ORDINANCE NO. 15-57, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

Amend Ordinance 15-57 for the Highway Fund as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 213-15 authorizes appropriations from Clerk-Council SVC-Contingency Relief to transfer to
Highway funds, $900.00 for the funding of three convex mirrors for District 3.
We are requesting these funds to be appropriated in the Highway Fund.

A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR THE PURCHASE OF THREE CONVEX
MIRRORS.
WHEREAS, sight distance is the length of road surface which a driver can see with an
acceptable level of clarity, and insufficient sight distance is a significant factor in roadway
crashes and many other near collisions; and
WHEREAS, insufficient sight distance is sometimes generated at private driveways
along entrances to County roadways; and
WHEREAS, when all other means have been taken to alleviate a sight distance problem,
including, but not limited to, relocation of driveways, cutting vegetation, removing obstructions,
and excavating slopes, and a sight distance problem still exists, the placement of a convex mirror
may help to improve driveway sight distance; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Department of Public Works for the purchase of three convex mirrors; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:
