Re: Capital Budget
The Department of Parks and Recreation is requesting to add an appropriation to Ordinance
15-58, the Capital Budget, for their Hilo Trap and Skeet Range project. The State of
Hawai`i Department of Land and Natural Resources, U. S. Fish and Wildlife Service has
approved funding to provide safety and usability to the Hilo Trap and Skeet Range.
Enclosed is a bill for an ordinance to add the project titled "Hilo Trap and Skeet Range"
and to appropriate $643,250 to the Capital Budget for this project.
The Department of Parks and Recreation is requesting this bill to be waived from the
Finance Committee and be placed on the September 16, 2015 Council Agenda. If there
are any questions, please contact Reid Sewake of the Department of Parks and Recreation
at 961-8560.

An ordinance to amend Ordinance 15-5-7, the Capital Budget, by adding an appropriation for Hilo Trap and
Skeet Range for $643,250.00 and Federal Grant Receivable for $643,250.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Land and Natural Resources, U.S. Fish and Wildlife Service has approved funding
for the County of Hawaii Department of parks and Recreation of$643,250.00 to provide safety and usability
upgrades to the Hilo Trap and Skeet Range. This includes repair of current facility building structures and
paving of the entrance road and parking lot and drywell installation.
The department requests that this bill be waived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: Bill. No. 89 : AN ORDINANCE AMENDING ORDINANCE NO. 15-58, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2015 TO JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
