SUBJECT: BISHOP MUSEUM INQUIRY ON WAIPIO VALLEY
Mr. Jeffrey Bell of Bishop Museum has asked you several questions relating to Waipio Valley on
which you have asked me to provide comments. I shall do so in the order that they were
presented by Mr. Bell.
1. The only County maintained roadway in the valley is the one which proceeds mauka,
about 1.6 miles from the base of the access road, along the Southern edge of the valley
about'/~ mile, and thence toward the Center of the valley to termination at a stream.
The road which pazallels the shoreline across the mouth of the valley is also a
government road, but is not carried on the Public Works inventory.
2. Whether these are easements, either by prescription or necessity, servicing the landlocked
properties within the valley, must be determined on a case by case basis, and is not
something which would involve the County.
3. The land in the valley is zoned Ag-40, except for that portion makai of the beach road,
which is classified as conservation. The entire valley is within the Shoreline
Management Area. Permitted uses include those related to agriculture or as permitted by
Special Permit.
4. Non-conforming uses are permitted when they pre-dated the institution of zoning
controls. Doubtful cases should be referred to the Planning Department of comment.

5. Violations of permitted uses should be reported to the Planning Department. Complaints
of trespass should be made to the Police, or by swearing out a complaint before the
Prosecuting Attorney.
6. As noted above, the Police and Prosecuting Attorney have the responsibility to proceed
on provable trespass complaints.
