Re: Waipio Valley Road

In the early part of January, Councilman Takashi Domingo
orally asked me if the County of Hawaii could legally repair
certain sections of the roadway in Waipio Valley which were ,
partially washed away by the recent flooding.-`Based upon
the survey maps of Waipio Valley kept by the Department of
Public Works, it was determined that the County did not own -
those sections of the roadway,'but rather-they were owned by
Bishop Museum and other private.Iandowners..
However, Mr. Domingo requested of me to research the
available alternatives that would-give legal authority to
the County to repair the roadways..
' Consequently, Mr. Domingo, Mr. Stanley Takamoto of
your department and I conducted an inspection of the Waipio
Valley roads to determine which sections were in need of
repair. During the inspection, Mr.. Domingo expressed concern
that certain sections of the roadway were in need of repair.
Mr. Takamoto and I again reviewed the survey maps in
• possession of your department. Our initial contact with
the Bishop Estate Office in Honolulu and the Bishop Museum
indicated that the roadways were not owned by any governmental
entity.. However, in order to do le check our previous
.I finding as to road ownership, we decided to compare the survey
r maps and records pertaining to Waipio Valley kept by your
department and those kept by the Bishop Estate. office, the
' Bureau of Conveyances and the State Surveyor's office.
