SUBJECT: WAIPIO VALLEY-BISHOP MUSEUM
Dear Mr. Yagong:
This is in response to your request for afollow-up letter on the subject of access and land
use in Waipio Valley.
Most of the questions presented have been answered, but from the discussion in the
committee, I have gained the impression that access and easements are not the problem
that really concerns either Bishop Museum or the residents who testified. These
complaints are merely symptoms of the real grievance, which is unpermitted tourist rides
and bed and breakfast establishments, which are allowed to exist in the valley.
I have been informed that the tour rides are based in the valley, and that passengers are
brought to a location in the valley to embark. Such a use is clearly not agricultural, and
should not be allowed without a special permit.
Second, the commercial carnage of passengers for hire is under the jurisdiction of the
Public Utilities Commission, and requires a Certificate of Public Convenience and
Necessity to be legally performed.
Finally, Bed and Breakfast operations in the Valley must also be properly permittedQ.
