Dear Council Members:
When the SCD Kahakai LLC bought the land they inherited an obligation to
provide a through road from their property. This obligation was there for a
reason: makai•mauka roads are needed for folks in the tsunami evacuation
zone to evacuate in an emergency.
The Planning Commission put this requirement on the previous owners
because they knew the County Property Tax income would not be enough to
pay for all the roads needed and developers who create the need for the roads
should pay for access roads and other roads called out in the County General
Plan.
The Developer has reduced the number of houses by more than half. They use
this to argue that one road is enough connecting their isolated community to
the Kuakini Highway with no connection to the soon-to-be-bullt Asti Highway.
This may satisfy traffic engineers, worried only about handling traffic from
these 120 homes, but it does nothing for tsunami safety of the entire
community.
Providing a dedicated corridor for a possible future road, as the developers
propose, is of little use. And it is in violation of the terms under which they
purchased the properly.
If providing the mauka-makai road would be too much of a financial burden to
be shazed among the 120 homes, or if the concept of a through road is
inconsistent with the desire to provide potential buyers with an isolated home,
then it is~ time for the developer to go back to the drawing board.
Plan To Protect urges the County Council to reject the developer's proposed
amendment to the original ordinance and require the developer to build this
much needed road for the entire community.
