Please accept this letter as my written testimony in lieu of appearing
at todays healing concerning the SCD Kahakai LLC development.
Numerous Kona subdivisions have private or public roads within fifty or
sixty feet wide rights of way over lands steeper than SCD Kahakai LLC's
property, such as Keaolanl, Hualalaf Farms, Kokua Loa (near Palisades) and
others. An argument that Kahakai can't engineer and build a road over their
land Ss shibai. It is really a question of cost and degree of profit, and
elimination of the road as a method of increasing private profit at public
expense. This would be truly an example of developer driven planning.
This problem would be easily solved if the Hilo decision makers had to
live in Kona and rely upon its substandard infrastructure.
At least a narrow road should be butlt, for use during tsunami
emergencies. However, pl-oper public infrastructure necessarily requires a
com~entional through street in this development.
