Re: Operating Budget
The Department of Research 8v Development has received an award of $45,000
for implementing Phase 2 of the Ka'u Economic Development Plan. The
Economic Development Administration had previously funded a study following
the closing of Ka'u Sugar. It now wishes to implement the recommendations of
Decision Analysts Hawaii, Inc. Enclosed is a bill for an ordinance
appropriating said $45,000.
Also enclosed is a resolution authorizing the Mayor to enter into an agreement
with EDA.

A. REQUEST•
1. To authorize Mayor to enter into an agreement and accept funding
from Economic Development Admin. (EDAI for the purpose of implementing
Phase 2 of the Ka'u Economic Development Plan.
2. To appropriate funding from EDA through an ordinance amendment
for fiscal year 1998-99.
B. BACKGROUND AND NSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
ACCOUNT NUMBER 010-161-5162.96-115 FEDERAL GRANT
EDA FUNDED ECONOMIC DEVELOPMENT PLAN FOR KA'U FOLLOWING THE
CLOSING OF KA'U SUGAR. EDA WISHES TO IMPLEMENT FEASIBLE
RECOMMENDATIONS AS SOON AS POSSIBLE AND HAS PROVIDED GRANTS
FOR THIS PURPOSE.
KA'U AREA CONTINUES TO HAVE HIGHT UNEMPLOYMENT (11.4 °s
BECAUSE OF DISTANCE TO JOB MARKETS AND LACK OF EMPLOYMENT
OPPORTUNITIES WITHIN THE DISTRICT, THERE IS A NEED TO GENERATE
ECONOMIC DEVELOPMENT IN KA'U. THIS EDA GRANT WILL ENABLE
KA'U RESIDENTS TO ATTEMPT IMPLEMENTATION OF RECOMMENDATIONS
FROM THE KA' iJ STUDY.
