hearing on Thursday, December 30, 1999, regarding the new SCD Kahakai 3r~'ivq~ion.

Dear Mr. Arakaki,
I and my wife are homeowners on Halawai Place, in the Komohana Kai subdivision in Kailua-
Kona.
We are requesting that the County Council require the developer of the SCD Kahakai
Subdivision to put in the mauka-makai connector road (through their subdivision) that they
previously proposed to provide when seeking approval for the construction of their subdivision.
As you know, current County plans intend for Lako Street to serve as a mauka-makai connector
road between Kuakini Highway and Alii Drive, and the proposed Alii Highway. If the developer
of the SCD Kahakai Subdivision is not required to put in the proposed mauka-makai connector
road, that will put just that much more traffic on Lako Street when it becomes a connector road,
and adversely affect our subdivision's property values. Some of that future traffic on Lako
Street can be reduced by requiring the SCD developer to also put in a mauka-makai connector
road through their subdivision. As you know, there is a real Scarcity of mauka-makai connector
roads between Kuakini Highway and Alii Drive at the present time. Additional connector roads
would benefit the entire community. The developer should be held to their original plan, as a
condition for granting the approval for the construction of that subdivision-
We also understand that the developer now wants to have the utilities overhead, instead of
placing them underground as proposed in their initial plan. We believe the County Council
should require that the utilities be placed underground as originally proposed, for the sake of
everyone's view planes and to maintain the beauty of that area.
We believe the County Council should require the SCD Kahakai Subdivision developer to
adhere to their initial plans in both of these matters, since both requirements are in the best
interest of the adjacent subdivisions and the community at-large.
