I am erateftrl that }'ou and the entire Count} Council were taillino to come to the public
hearing on Dec. 30 in Ilona. I appreciate knotting your reasoning for allon'ino the SDC
Iiahakai LLC subdivision to be built without a connecting road.

and careful]}' weigh the pros and cons of the issue and make a decision. Listening. and

This is tough to do, It is easier to assume what the developer is saying is true, particular]}~
comins from apro-developer point of viety, as }'ou haye previously indicated public]}'.
Ttro pivotal issues to wiesh: the credibiliq' of the traffic study review by DP~i' and the
question of whether the County tcould accept amauka-makai road through the development
that eseeeded the Grade level the Count}' deems total]}' safe.
\I}' assumption is that the Dept. of Public «'orks spent little or no time revietvins the traffic
shidy done b}' the developer and just rubber-stamped their findings. The}' are vet}' bus}'.
Did they consider howthis road ttould reduce daih'traffic on Fo}'al Poinciana Drive? (It is
1:E.aLL1~ crowded now and toil] remain so until several mauka-makai roads are built.)
!~It' assumption is that the Count}~ would be better off providing emergent} access for the
esistins 11 major condos via a mauka-makai road through that development. The question
is whether the lives sated over the life of this road would be ]Greer than the lit'es lost due to
traffic accidents because of the increase in Grade level over the Count}' "safe ~ grade level.
Hopefully. tyith the input from the hearing, more discussions with DP~~'. and }our careful
consideration, }'ou will come to the conclusion that this subdivision must n~ be built
without a through mauka-makai road, or chareins the developers sufficient fees to acquire
the adjacent right-a-tvay and build and pa}' for amauka-makai road.
