Hawaii County Council,
I am the writing this letter in regards to SCD Kahakai LLC development of a 1201ot subdivision.
I would like the Council to consider the project's location and original commitment to provide a
Public Mauka -Makai access road and the immediate need for an adequate Tsunami
evacuation route.
In the lasts 75 years our state has been struck by 10 tsunami. 1922, 23 and 24, 1933 and 37,
1946, 1952, 1960 and 64 and in 1975. A total of 224 people statewide were killed by these
large wave events.
The May 22 1960 Tsunami originated in Chite and by the time reached Hilo the 34 foot wave
killed 61 people. The wrap of the wave swept in to Kailua Kona destroying homes and taking
out some of Kona's original fishing fleet. In Puako eight homes were destroyed; all this leeward
side damage caused by a wave hitting the other side of the island. If you look at the frequencies
of these large wave everts simple arithmetic tells us the next big wave is long overdue.
The number of residences and people living on or near the coastline in Kona has increased
dramatically since 1960. These people will need to be moved to high ground rapidly during the
Wert evacuation or emergency. Along Ali'i Drive in particular, a large concentration of
condominiums and thus residents exist in the vicinity of the SCD project site, reinforcing and
further justifying the need for the access road as originally planned through this development.
Because of the future inevitability of a tsunami and the emergency escape needs involved, I
respectfully ask the council to a make a prudent decision based on public safety by not
amending this re-zoning request unless a proper Public Mauka-Makai access road is inGuded in
the project.
