Dear Chairman Arakaki,
The attached fast page of a letter to Mayor Yamashlro cornains signatures of
71 cotecerrred Kona citizens. Gathering them took me 2 hours at a meeting last
night aad another meeting this morning, I fecl lilac a drop of water on the tip
of our iceberg, Out temperature is rising, we are melting, using our cncrgy to
work FOR ALL OF KONA's best interests.
I can imagine the outpouring of. signatures if you want a measurable symbol of
support. If I took 2 hours far 71 signatures, what can tzta, a hundred, a
thousand of us gather in a day> a week, a month???7?? Can you imagine the
energy about to support good leadership for Kona?
We support honest, responsible government. We support ow council people
Curtis Tyler, Nancy Pisiochio, Dominic Ysgong and Julie Jacobson who
listened to our requests for following the law and providing safety in Kona on
the mauka rnstkai road issues.

Reoentty the Nawail County Council held a public hearirp in Kona at which many
residents asked, even pleaded, with the Council members to support the bast interests
of the public, rather than the narrow financial best interests of a devebper. The
speakora rightly pointed out that the road network, indeed the entire municipal
Infnstructurc of the Kona area, k Inedequste to the needs of a rapidy growing
population. Ttxy reminded the Ceunul }hat allowing the developer of the 8CD Kohakei
subdivision to bulks many new houses wdhout also requiring them to comply with the
original permit requirements to put in a proper mauke-maker wnnsdor road would make
our few, already overcrowded roads more dangerous. To the utNr dismay or the entire
community our pbas for help ware ignored by a majority of the CounNl. the aftermath
of this display 0} inditterenoe to the needs of their eonstltuenta has bft many people here
deeply fiistrated end very angry.
Due to this tnaenaitivity Dy some oouncl members many cllhens here are suggesting
that we }ortn o new county for West Howell. Others want to know if those same coundl
members understand thot their responabllity is to serve the best Interests of III the
eidzens of our county. However, moat people here do not want to separate. nor do they
wish to ge throt~tr the unpleeasrtfiess of a reca0 election, or an knpeachtneM
pnuredurc. They are still hopeful that our ebaed officials will remember Chet their first
duty Is the vveMare of their constituents.
Frankly, wa hero In Kona need the wppoA of our frlsnds, famlliss. and fellow citizens on
the Nllo aldo. Kona is a dynamic, repklly growing area, attrecting many new buslne9ses
orb vtaltora to our lovely Island. The revenue and jobs reauttlng from this growing
economy benefits us all. But, thou benet"rts could oil be Jeopardized >i our government
fa11s to provide the necessary irrfrestrudvre to meet the needs of tl+e wmmunity.

Dear Mayor Yamashirv,
As a Kailua-Kona resident who lives on Royal Poinciana Drive, I strongly urge
you to veto Bi11 50, Draft 10 for the following reasons:
1) Approval of Bill ii50, Draft 10 will set an ugly precedent for future
developers seeking rezoning to the south of A1ti Kai subdivision and
elsewhere along the hest Hawaii coast. In other words, developers will
use the same excuses as Mr, Carr did to keep frpn building much needed
mauka makai connections between Al ii Drive and Kuakini Highway,
2) Approval of Bill $50, Draft 10 will send a clear message to all Hawaii
County voters that elected officials don't listen to a Community's
concerns even after a well-attended publte hearing.
3) Approval of Bill X50, Draft 10 means that elected officials can continue
their inept and irresponsiDTe planning habits at the expense of a
camaunity that desperately needs proper traffic circulation and
infrastructure. Lako Street and the Kupuna/Royal Poinciana connection are
not enough mauka makai roadways for the S mile stretch between Kailua-Kona
and Keeuhou, Hilo's numerous intersecting roadways should serve as a good
example of what should be happening here in Kona,
Before closing I would also like to add that your plan to appease us in Kona
is merely a "quick fix" plan. that gives you an excuse to begin construttion of
your pet project (Alii Highway) sooner. If Mr, Carr is giving the county
access to Al ii Drive then how about incorporating this contribution into a
mauka makai connection at the North end of his property? or how about asking
Mr. Carr to provide a roadvn~y easement to tfie North of his property for a
future mauka-makai road?
Again, please veto this bill,

Dear Mr. Nishimura:
My wife and I have been resident owners of a home at the
above address since December, 1997. My wife has lived on the
Big Island for most of her eighty one years, and I have lived
here for over twenty years, following retirement from the U.S.
Army and Federal Civil Service.
Soon after moving to Kupuna Street in Kailua-Kona we
discovered the severe traffic problem caused by its use as an
unofficial mauka-makai connecting road, in conjunction with
Royal Poinciana and Lako Streets,. I reported our concern by
letter to our elected representatives in January, 1999, pointing
out the nuisance and danger caused in this residential community
by speeding and overweight vehicles; as well as the noise and
air pollution from defective or missing vehicle mufflers.
Senator Andrew Levin informed me by letter (Inclosure 1)
that your office recommended Kupuna Street be blocked off in
the middle, but, this could not be done because part of the
street was owned by a private developer and was never dedicated
to the county. Therefore, the county could not exercise control
or maintenance functions for that part of the road.
Z heard recently that Kupuna was originally a dead end
street that did not reach Royal Poinciana Street, and that it
was extended after Komohana Kai I subdivision was built and
occupied. This was done reportedly to provide an emergency
evacuation route from the shoreline. I would like to document
this hearsay information because of its potential impact on
our property. If part of Kupuna Street is privately owned by
the developer, the homeowners association may be responsible
for its maintenance and control, rather than the county.
Our concern was increased by the recent County Council
approval of the SCD Kahakai, LLC project, without a mauka-makai
connector road, as originally planned. When completed, this
may increase traffic on the Royal Poinciana/Kupuna Streets
emergency evacuation route. The SCD Kahakai, LLC mauka-makai
connector road was reportedly deleted because it would not meet
standards for a county-dedicated road, ignoring the fact that
Kupuna Street is not county-dedicated, but is in daily use as
mauka-makai connector route.

It has been suggested that I work with the Kona Traffic
Safety Committee to find a solution to the Kupuna Street traffic
problem. In my view, the problem can best be solved by our
elected officials, who have approval and funding authority.
The Kona Traffic Safety Committee does not have adequate
authority to provide a satisfactory solution to this problem.
I have also been told that the planned extension of Lako
Street to Alii Drive, and the new Alii Parkway, will correct
the Kupuna Street traffic problem. It is doubtful that these
two projects will be completed in my lifetime. Positive, direct
action is needed to provide an interim solution soon, such as:
a. flocking the privately owned part of Kupuna Street,
aS suggested by your bepartment, with a gate that can be opened
for use as an evacuation route in case of emergency, as was
proposed for SCD Kahakai, LLC by the developer; or,
b. Installation of speed humps on Kupuna Street in
accordance with the ADMINISTRATIVE RULES REGARDING SPEED HUMPS
ON COUNTY HIGHWAYS promulgated by Mayor Yamashiro effective
September 10, 1998.. The speed humps would force traffic to
slow down, and would discourage use of, these residential streets
as thru highways. or
c. Installation of STOP signs on Kupuna Street at each
intersection between Kololia and Lako Street. STOP signs should
be placed similarly on Royal Poinciana Street between Alii
Drive and Kupuna Street. Frequent stop signs would have the
same effect as the speed humps suggested in subparagraph b.,
above.
will you please provide me ttie following information to
determine if expeditious action is possible to improve traffic
conditions on Kupuna Street:
a. Location and name of the owner of all parts of Kupuna
Street not dedicated to the county.
b. History of the extension of Kupuna Street to connect
with Royal Poinciana Street to make a mauka-makai connectoing
road, to include date of proposal and proponent, length of
proposed roadway, approval authority, source and amount of
funding, and date of completion.
c. Feasibility of interim corrective measures described
in the preceding paragraph, and cognizant county office for
such actions.
If you are unable to provide the requested information,
will you please suggest where it may be obtained.
