RE. Review of awarding bid for "Animal Control Contract" to Hawaii Island Humane Society
Good etletnoon , I am sorty that I can not be present today, however, I would like to go on record as
wondering the validity of awarding tht'Anima! Control Contract" beck to en organization that has come
under public scrutiny for not doing the job properly. I would like to know why Hawaii Island H~anane
Society was not subjected to a'PERFORMANCE AL'>bff', which the County Charter states must be
done at ~ once every four yews.
I would also like to know why Hawaii Island Htrrtane Society was not required to prove that changes
have been made pertaining to the allocations brought up btfnre the Finance Committee a year ago and
rtquested to be carried out by Mr. Yagong at that time, 1}teae things shou~d ~v~cen done prior to

Frankly, I am sick and tired of working all day and then haveing to do Hawaii Island Humane Socitty's job
at night and an weekends by answering calls from peoplt wha do oat get arty results when they call
HlH3 Eor assistance with animal control. They ask mt to quott the laws pertaining to animals
and some even oak that they be sent copies of these laws, which is getting very timt consuming and
coskly. Perhaps the council mtmbers, the Cinance director and the mayor would like to give out their
home phone numbers so thty can take time away from their private lives to answer these questions and
not get paid for it.
5669,000.00 ottaxpayera' money la being spent on animal control and they are being short
