Re: Proposed amendments to Resolution No. 262-15; A Resolution
transferring/appropriating an appropriation out and from a designated fund
account and crediting same to a designated fund account to provide a grant to the
Hawaii Island Economic Development Board, Inc., to assist with expenses
related to `Imiloa Astronomy Center's Mobile Science Outreach Program for
schools in the Puna District.
Please find attached a proposed amendment to Resolution No. 262-15. The amendment is
illustrated below in Ramseyer format with respect to the contents of Resolution No. 262-15
(material to be deleted is bracketed and stricken; material to be added is underscored).
1. Resolution No. 262-15 is amended by amending the title to read as follows:
"A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ISLAND ECONOMIC DEVELOPMENT BOARD, INC., TO ASSIST WITH EXPENSES
RELATED TO `IMILOA ASTRONOMY CENTER'S [AIOBILE] SCIENCE
[OUT—REACH] PROGRAM FOR SCHOOLS IN THE PUNA DISTRICT."
2. Resolution No. 262-15 is amended by amending the third WHEREAS clause to read as
follows:

"WHEREAS, in collaboration with HIEDB, `Imiloa Astronomy Center will offer a
[Mebile] Science [O• n] Program of culture -based science, technology, engineering, arts,
and math (STEAM) education to schools in the Puna district, which targets up to 1,000 students
and teachers in grades 3-9; and"
3. Resolution No. 262-15 is amended by amending the fourth WHEREAS clause to read as
follows:
"WHEREAS, financial assistance is needed to cover [teae er training .,,,,,.kshops ]
program supplies, [tT-avel eKpenses, and equipment setup/breaka^«m] bus transportation and
admission fees; and" ,
4. Resolution No. 262-15 is amended by amending the sixth WHEREAS clause to read as
follows:
"WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Parks and Recreation to provide a grant to the Hawaii Island Economic
Development Board, Inc., to assist with expenses related to `Imiloa Astronomy Center's
[Mobile] Science [9uIFeac-h] Program for schools in the Puna district; now therefore,"
5. Resolution No. 262-15 is amended by amending the enacting clause to read as follows:

AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ISLAND ECONOMIC DEVELOPMENT BOARD, INC., TO ASSIST WITH EXPENSES
RELATED TO `IMILOA ASTRONOMY CENTER'S SCIENCE PROGRAM FOR
SCHOOLS IN THE PUNA DISTRICT.
WHEREAS, Hawaii Island Economic Development Board, Inc., (HIEDB) is a
501(c)(3) nonprofit organization whose mission is to provide and promote private sector support
and expertise for balanced growth in Hawaii County in partnership with Federal, State, County,
and private resources; and
WHEREAS, `Imiloa Astronomy Center is a world-class museum and planetarium
complex that showcases scientific discoveries from the astronomical observatories on Mauna a
Wakea, within the framework of native Hawaiian traditions of navigation and exploration; and
WHEREAS, in collaboration with HIEDB, `Imiloa Astronomy Center will offer a
Science Program of culture -based science, technology, engineering, arts, and math (STEAM)
education to schools in the Puna district, which targets up to 1,000 students and teachers in
grades 3-9; and
WHEREAS, financial assistance is needed to cover program supplies, bus transportation
and admission fees; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting county department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Parks and Recreation to provide a grant to the Hawaii Island Economic
Development Board, Inc., to assist with expenses related to `Imiloa Astronomy Center's Science
Program for schools in the Puna district; now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

this resolution.
