RESOLUTION NO. 275 15
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE FOR THE 2015 HOKUPA'A YOUTH SUPPORT SUMMIT.
WHEREAS, the Hawai`i State Department of Education's West Hawai`i Complex Area
has an ongoing need to align the work of various programs, youth support organizations, and the
community to care for the social, emotional, and academic wellness of youth and young adults
ages 11 to 25; and
WHEREAS, Hokupa`a was created through the collective efforts of West Hawai`i
leaders from the University of Hawai`i at Hilo (parent agency), Hawai`i Department of
Education, Kamehameha Schools, Hawai`i Community College, Queen Lili`uokalani Children's
Center, Office of the Mayor, and Hawai`i County Council, as well as partnerships with The
Learning Coalition and Office of Youth Services; and
WHEREAS, Hokupa`a's goals are to help identify priority issues pertaining to health,
education, and connection, as well as to facilitate action plans for improvement, work to create a
community network and data partnership, and involve youth in discussions and decision-making;
and
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization that envisions
harmony and balance among the diverse people of Hawai`i; and encourages each person to
contribute their deepest values, to create shared visions, and to continuously improve
communities; and
WHEREAS, Friends of the Future has formally committed through a signed agreement
to work with Hokupa`a to collaborate for the success of the youth and young adults emerging
from the West Hawaii Complex Area; and
WHEREAS, Friends of the Future and Hokupa`a have developed a Youth Support
Summit designed to increase and foster success of youth in becoming healthy productive adults;
and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to Friends of the Future, for the 2015
Hokupa`a Youth Support Summits; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
