The ordinance governing the Geothermal Relocation and Community Benefit fund already makes explicit the funds to be expended in supporttof the program. This bill is a thinly disguised attempt to increase the draining of the fund for purposes other than it was intended. Instead of looking for sly ways to drain the fund, the county should use the funds as they were intended and agreed upon by the community: to actually relocate members of the community that are negatively affected by PGV. The county has suspended the program with more than 30 homeowners on the waiting list. The money in the fund is probably not sufficient to relocate all the citizens that are waiting, so it should not be siphoned off for other purposes through budgeting sleight of hand. Please consider supporting, rather than undermining those who are unfairly shouldering the burdens of geothermal development in residential areas: the air and water poisoning when there are "unplanned releases", the 24/7 operations noise; the jarring drilling noise, the light pollution.
