Aloha Committee and Council Members,
The "Geothermal relocation and community benefits fund" was originally set up to enable community
members who own property within one mile of PGV to relocate due to the fact that there are a
number of factors including air quality, noise, dust and light pollution from that facility operation that
have a negative impact on the quality of life of people in the neighborhood. Over the years since the
inception of the fund, the original intent of the fund has been subverted and further changes to the law
proposed in Bill 77, adding "staff expenses related to the program, including salaries for staff or
contractors, and related fringe benefits. " continues to undermine the fact that the monies in this fund
are primarily supposed to fund relocation.
The County should not be allowed to use the money in this fund for funding whatever projects they
please, using it to bolster the budget. The money in this fund should be used to relocate residents as
per the original agreement with the community and intent of the fund.
